Situation

A flagship research university was receiving routine funding inquiries from entities in a high-risk jurisdiction. The inquiries were individually routine.

Challenge

The institution's research-office workflow could not pattern-match across inquiries, funding sources, and downstream research-direction influence at scale. Each inquiry was handled in isolation.

Approach

Sovereignty Infinium's CULTINT, FININT, and OSINT modules were configured to monitor the institution's research-funding and talent-pipeline channels. Over 11 weeks, the platform identified a coordinated pattern: 14 funding inquiries, 7 visiting-scholar nominations, and 4 conference sponsorships — all originating from the same network, all targeting the same three departments, all with thematic alignment to a known adversary research-priority list. Attribution confidence reached 84% on the Sherman Kent scale.

Outcome

The institution received the brief 4 months before the operation's planned activation. Counter-engagement protocols were designed jointly with the platform's analysts. Two of the three target departments declined engagement with the network. The third continued engagement under a structured counter-influence posture, with monitoring and tradecraft-tracking. No research IP was exfiltrated. The institution's awareness of adversary tradecraft in academic channels was permanently elevated.

Challenge

The university's communications team was skilled but under-resourced. Conventional media monitoring missed the non-English components of the campaign. The attack was gaining share-of-voice faster than the institution could respond.

Approach
