The decision would determine a major capital allocation and a diplomatic posture adjustment. Conventional analysis from the regional desk produced a single probability of “moderate to high” with no scenario decomposition.
Challenge
The decision-maker needed a forecast they could act on under uncertainty — with the structure of the uncertainty preserved, the disagreements between methods made visible, and the AAR running on the cycle.
Approach

Outcome

Lessons: Method-diverse forecasting is not redundant; it is the mechanism by which overconfidence is suppressed. The AAR loop turned the wargame from a single exercise into a calibrated instrument.
Generational Scenario Set for a Sovereign Wealth Mandate
Situation
A sovereign wealth manager was constructing a 10-year strategic asset allocation. The available scenarios in the public domain were insufficient: too few, too consensus, too slow to update.
Challenge
The mandate required a generational scenario set — three or four distinct futures, each with quantified probability, indicator triggers, and policy implications.

Cognitive Wargame for a Counter-Narrative Operation
Situation
A coordinated information operation was targeting a sovereign client's legitimacy, with three distinct narratives running in parallel across 11 languages. The strategic communications team needed to assess which narratives were most likely to gain traction and which counter-moves would be most effective.
Challenge
The team was operating under time pressure, in a multi-language environment, against an adaptive adversary. Conventional narrative analysis could describe what was happening but not forecast what would work.
Approach
- 1Cognitive Wargame (Type 5) with 5 moves. Red cell played the adversary; blue cell played the counter-narrative team.
- 2Each move adjudicated against the live indicator feed, the narrative lifecycle model, and the bot/CIB detection layer.
- 3Trend-Impact analysis overlaid the move structure to assess how each counter-narrative would propagate under the live platform conditions.
Outcome
The wargame identified the second of the three narratives as the highest-leverage target, and a specific counter-frame as the highest-leverage move. The counter-narrative was deployed. After 14 days, the second narrative's amplification curve had flattened; the first and third continued to grow. The wargame had identified the right target.
Lessons: Counter-narrative operations are winnable or losable based on the discipline of the preparation. A wargame that is structured, instrumented, and adjudicated against live signals is the difference between intuition and strategy.

The following limits apply to this capability and are stated here as a matter of method.
Model accuracy varies by horizon.
Flash and Short-horizon forecasts benefit from dense signal coverage; Long and Generational forecasts are structurally lower-confidence. Sherman Kent band reflects this.
Forecasts depend on indicator quality.
The 70+ geopolitical indicators are continuously validated against ground truth. Indicators that have lost predictive power are deprecated; new indicators are added as domains evolve. The indicator library is reviewed monthly.
Delphi convergence is not consensus.
When experts converge, the output is a structured forecast — not a fact. When they diverge, the disagreement is preserved in the product, not averaged out.
Wargame outcomes are not predictions.
A wargame is a disciplined adversary role-play. Its value lies in surfacing decision points, surfacing assumptions, and producing AAR-driven indicator updates — not in predicting the adversary's next move.
Some capabilities are subject to national export controls.
The 7 wargaming types, the Delphi method, and the scenario modeling engine are available in all sovereign deployments; specific indicator libraries, wargame designs, and forecast products may be subject to jurisdiction-specific availability.
Brier score is a moving target.
Calibration is measured continuously. Past performance is not a guarantee of future accuracy, and we publish the calibration report because the discipline requires the discipline.
